Satellite gambling system may boost Indiana budget
New York-based Kenilworth Systems Corporation is lobbying its newly-introduced satellite gambling system, that broadcasts casino games from Indiana riverboats to other US regions. The project, entitled Roulabette, is believed to generate millions of dollars for Indiana state.
The gambling company wants to broadcast live images of roulette, baccarat and other casino games to gamblers' homes through a microprocessor on a TV receiver box or to racetracks, off-track betting parlors, lottery locations, hotels or other places that another state or country might authorize. Actually, this concept is similar to horse racing simulcasts in which a track sends its signal to an off-track betting center where customers wager locally.
The gamblers are supposed to wager within their jurisdictions that allow gambling. This means they would operate within their territory rather than Indiana location and would not violate rules against interstate gambling. Besides, the system would not violate the 1961 U.S. Wire Act or state bans on Internet wagering as it broadcasts by satellite.
While, the administration of Gov. Mitch Daniels remains skeptical of the proposal, some other authorities consider the initiative as good source of income. Senate Appropriations Committee Chairman Bob Meeks, who is working at revealing alternative forms of gaming, recognized that Roulabette is worth examining it.
"I prefer not to talk in detail about it," Meeks said. "I don't want to force the issue. I want the gaming commission to look at it, to tell us if this is an up-and-up company."
